It's a virus. Scan your PC with your anti-virus program of choice. If that doesn't work, Restart your computer. If that doesn't work, Turn off your PC and wait for 5 minutes, then turn it back on. If that doesn't work, Turn it off and take it to a computer technician and have them fix it.
