How about a feature where you have a hat you like, and you must have this hat in order to customize the coloring or anything.
Say you have Shaggy, but you want it a different color, then you may pay a certain amount of ROBUX verying on the hat you are going to retexturize. Say for Shaggy, 100R$. A bit fair knowing it's a widely bought item and over hundreds if not thousands of ROBLOXians use it everyday.
I would retexture it, and then set it up like a Free Model, but no one can buy it, but Thumb it up or down. When the items Thumb gets to the point where it's at the range of 100, then it will be sent to a Moderator, and they would look at it, then allow it to be personally published to yourself and only to yourself.
The mod can have the choice of allowing the item or Denying it. In order to have it denied, then it must have looked like a already ROBLOX made item like the Rock Star blonde shaggy, or the limited dark blue one, or had an innapropriate design on it.
Certain hats will not be able to retexture, such as (U)Limiteds, and Event items like gifts, Bloxikins, and Eggs. (Maybe Eggs...) Certain hats will also be petitioned to be not retexturized.
Another thing to note, we could have contests over retextured items and the ROBLOX Team could publish them if the texture is well done.

Although the post is mainly like free modelling like with, enough likes, it would get published, and other things of the sort, this would also be another way to get the hat you like, and have it retextured to what you like, a bit of a process of doing it yourself and then waiting for approval, yet still is a good system to use.

(Meant at the bottom of the post but here it is)
TL;DR (And A few more details not in the OP)
Allow us to personally retexture hats to our liking, then people can like it, once it hits X amount of Likes by people who support it for you, it will be sent to a Mod and they will either Deny or Allow it. Deny if it's too close looking to a similar hat thats published. Once Allowed, you keep it personally, and a tab by outfits would be "Personal Hats" and it will show your personal retextures. And if you are BC, and it gets X amount of Likes, it may get published.

Limited would be good too, except the fact if they got published, the RAP (Not sure what RAP is but i'm guessing here so.) Probably decreace since a new version of it came out and it isn't so rare anymore.
So limited Retextures would have to be very hard to get published.
I'm guessing a few small problems with the Limiteds though, but do-able. |

A person retexturing a limited that then gets published wouldn't decreases, the rarity of it, rather the contrary (though that seems to raise another problem in the sense that limiteds could essentially go "extinct" if every version of that limited gets retextured). |

Idiotic ROBLOX is.
And I never even cursed in it.
Anyways, you saying they would go extinct would be true and Merely will rage.
A certain need would need to be met in order to allow it to be published, a high need than a non limited retexture. |

Did you even read?
They would get approved or denied by mods.
And retextures, are this.
And retextures, are just free models of meshes recolored, and if popular published. This would help those who want a different colored hat, but the free model retexture isn't popular at all. |
