Basically a certain rank+ in a group gets to send everyone in the group a Personal Message rather than find everyone in the group on a certain rank and message them manually. No, this isn't basically the Group Shout system because this update will allow us to give a message to a certain rank if we don't want the message publicly displayed to everyone in the group rather than the desired viewers.
