Depends on my position and orders. If I am ordered to protect a certain VIP I will. But if I am not protecting anyone I will leave it to the guards and if something goes wrong I will take action by arresting,tasing, etc.

Tell the civilian to back up farther. If he does something such as try to harm the president I will tase and arrest.
