I changed the sttings to the highest and I join a game and it doesn't look any difffernt how do I make my graphics look epic?

Get a better graphic card. That's the only suggetion I can really make. Probably your card is basically old. (Well depends if your computer is new)

My Graphics card is new I got it 2 days ago noobs And I can run gta 4 on max with 60+ FPS
