Instead of it being BC to create and sell Shirts, Pants, etc. I think NBC people should be able to create and sell Items just for Tix not R$.

How about Not selling, just letting them create them for personal use, but not able to sell them. If you're a good clothing designer, but don't want BC, you can make a shirt, but can't sell it. Same with pants. Good BC incentive.
