Let me give you an example of a proper in development clan and an improper.
Proper:
Orglock Empire, before even beginning activity we have been focusing completely on tech, art, bases, lore, and thinking about what we'll be doing in the future. We open up today and start activity today.
Improper:
Just about all the hyped in-dev clans that have events. They are too worried about events and their hype and not worried about... development.... In-development clans shouldn't be doing anything, but developing. If they're actively doing stuff then how can you consider them in development? Clearly they started up.
The reason most in-dev clans suck is because they prolong their development because it's keeping them hyped, instead of actually working and coming up with new things. Clans that are "in development" for a long time are obviously expected to have good stuff, but normally don't.
Orglock Empire was in development for a week and are opening up already. We aren't done with everything, but are close to it and have functional places. This is why we're good, we don't focus on activity until it's time to focus on activity.

OE has been running on and off again a lot. This past week it was closed down and we began re-development to restart it. Development worked out great and we managed to prepare the group for its specified start up date.
