it was removed because people used it to exploit games. it became so frequent, ROBLOX removed it.

They prohibit guest communication because it would be a generally huge chance of it being a young child 4-7 years old, who wouldn't feel comfortable around people in this community today, like spammers or trolls. So is the reason why non-verified accounts mostly see hash tags to anything related to things like zombies.
