This means that people can't just join a group with no members and take ownership of it and set it to approval-only and make it so that no-one else can join the group and take ownership of it therefore forcing the group to go to waste

the main reason people set the group to 'approval-only' and leave the group after is because they want the group to be left alone, shutdown, gone completely for no one to ever touch again. allowing people to claim ownership of a group that has 0 people and is 'approval-only' would defeat the whole purpose.

But then money just goes to waste. So does the group name. What if someone wants to make a group with the name of the shut-down group, only to find that it is already taken by a group that is going to waste?

Similarly, what if the group is forcefully taken from someone, say, by hacking, and then made approval-only with all members exiled? Then that person can't recover that group.

What if they're really keen on getting that exact group name? At least allow people to actually delete the group as opposed to make them take up space and names.
