Captain you are such an idiot. If you put a sound on a block, EVERYONE will hear it.
Badtigra, make a script where the sound is in the block (radio) Don't make it play. Make it so if someone is near it (how many studs you want) it plays it in their Camera. |

Put a sound in a brick, then parent it to the players camera.
Voila, now only that player should be able to hear the sound.
Same goes for dynamic lighting objects (PointLight, SpotLight).
