If you ever had your account hacked and you got it back, you were probably broke and had no items because they took your money and then deleted all your items. While extra security would help(link below) it still doesn't change the fact that hacked accounts will never get their items back. However with storage bins, this isn't a problem. You know how you cannot delete messages, and they are only archivable? This is how it would work, except it would be for all items that your character posses, like shirts, hats, gear decals etc. All of these are moved to a separate page where you never need to see them agian, but in the case of an accident or a hack your items will still be avaliable to you. These items are NOT visible on the character page, and will be located under a separate button on the black ribbon. With this in place, hacked accounts are safer.
