There should be a TV-W, which would stand for "Warning: May contain content innapropriate for children under the age of 18". This rating would be applied to live programs like the news, which may contain content that reaches TV-MA some of the time, but most of the time stays around a TV-14-D. TV-W rated shows may contain contain equivalent to TV-G or TV-MA, or anywhere in between. But, at least it would be there, to help parents out.

Well, it changes every time for each episode. One episode of Family Guy I saw was rated TV-14-DSVL. Another was just TV-14-DL. It changes.
