I don't know if this is a good idea but I think when a high rank exiles someone from the group owner should be able to ban the person from joining the group no matter if the group is open to all members or not so they don't have to keep exiling that person over and over again. It will help save time for exiling |

don't have your group open for everyone, or have the bottom rank be "pending" |

make it free for everyone
have a "exiled rank"
and the lowest rank, have a "pending" rank
now, when people join, they'll be "pending"
now, you choose to let them in the group, or place them in the "exiled" rank |
