If you upload a decal, then once it's approved upload it again, the approval time is either instant or much much sooner than it would be had it been the first time uploading

No. If you upload an image, and it goes through our approval process and a mod approves it, why should that image need to be approved again? It will be allowed. Similarly, if you upload an image, it goes through our process, and it is declined, the image won't go through our process again, it will just be declined if uploaded again. Real people review each image, however our system will remember an exact replica image.
