Good morning/afternoon, citizens and soldiers alike. As you may know, the Americans have un-allied us and threats of war are being tossed around. While SUAF is still limiting itself due to the chance of peace, I believe it IS necessary that we take precautions at settlements to ensure the security of citizens and tourists alike.
I will install partial martial law in ALL Soviet settlements, meaning that SUAF has the right to patrol settlements as well as label suspected terrorists as Kill on Sight without a fair trial.
As far as war goes, I believe that currently, our best strategy is to protect more then offend. This is due to the fact that peace is still on the horizon and our Vice Premier will not give up until the chance of peace becomes out of grasp. If a diplomatic solution DOES fail, I will have a meeting with my Marshals on how to deal with this threat accordingly. As of now, I believe that, if peace fails, that an inhale/exhale strategy be used (We inhale US soldiers while SUAF exhales soldiers to the US) Of course, this strategy requires a high vigilance for American attackers and I can assure the public that the NKVD and SUAF will prevent any large scale-attacks on Soviet Soil.
