You have to forward an email to the CIA asking them to file a block report. They will then authorize a clearing for your block, and give you a temporary title until you fill out the proper paperwork for the block. Once done, you send in the paperwork and they will translate it into a top secret code they have, and then give you a block template via email. You then open your blocks ports via 14474 and download a second copy of Roblox. Once this is done, click on user's account and click 'Block user'. Now your block should work.
