The comics state the Flash is the fastest. Though there was an episode of Superman: The Animated Series where Superman and the Flash raced for a charity event, where it was implied that they were both about the same speed. |

superman at best can hit the speed of light
the flash is connected to the speed force, which is an energy force that is more or less a separate dimension of reality that is the source of all speed.
there are five speed barriers in the DC universe: The Sound barrier, Light barrier, Time Barrier, Dimensional Barrier, and finally the Speed Force Barrier. |

The Flash is definitely the faster runner
Superman wins the flying game by default because the Flash can't fly
Also Superman isn't really human. He was born on Krypton from a mother who was also Krypton...ian(?). The Flash was a man who gained his abilities through a lab accident IIRC |
