Replace in the in-game Report Button with a Votekick Button

Whenever you want to kick someone (same way to report someone) (like this) ESC Votekick (formerly report abuse) Select person Reason (, idle, cheating, no reason,) you know what I mean so the server takes a vote that you can agree to by pressing F1 to vote yes, or F2 to vote no, and if 3/5 voters voted YES, the player will be clicked instead of using the useless report button, so the annoyance will effectively be kicked from that server unable to return.

A good idea would be to automatically kick a player who receives too many reports in a server.

Support. But trolls could take this to their advantage.
