When you're saying something someone else has already said, but not exactly quoting them, do you still use quotation marks? Say, if you were to use the same phrase, but put it in your own context, would you still have to credit the original speaker?

Yes, but you don't put quotes in it. I'm not sure. Google "paraphrasing". PORTAL
