I liked the first season...But then I kind of got distracted. I find short anime like that difficult to follow.

i wanted to watch it but im not too sure does it devolve into endless shipping/standard slice of life or does it have a plethora of historical references, similarly to /r/polandball and its personified balls?

The series itself is almost exactly as you describe it; the fandom is a little crazy about shipping, however. Episodes are, like, 5 minutes long. I suggest you just try an episode or two since that amounts up to, like, 10 minutes or so.
