its not broken, its possible, but it takes longer. Step 1: insert decal Step 2: Cut the decal Step 3: select the brick and do "Paste into" step 4: click on the brick step 5: Enjoy my help. :3

Or you can do it how I did it since the start. Click the brick, and double click the decal. Always works for me.
