When you have textures, and they're not in the correct position, instead of having to upload tens of decals to get it in the right position, we should be able to offset the position of the texture on the part to fit it to the exact position. A bit like being able to offset frames on GUI's, but a texture on a brick. However, this texture must remain on the brick and cannot exceed the brick's absolute size.
