Pretty much, instead of normal bans like you're not allowed to play for a day or something like that, there could be less severe ones incase people make something against the rules, but not too severe. Like pretty much, like this: No gameplay ban. You're still allowed to buy stuff and forum, but you aren't allowed to play games. Ideal if the trouble was caused through game hacking. No foruming ban: So you're not allowed to go onto forums, but are still allowed to play games and such. No comments ban: Not allowed to comment. Could be permanent if they keep on spamming afterwards. Then there could be a simple "Money deduction" punishment where if ROBLOX decides to either fine you or ban you. It'll drain you of 10% of your currency and if you do not have over 100 tickets to pay off the fine you get a 3 day ban.

Support. But instead of giving you a ban if you don't have enough money they could give you negative robux or tickets. You would have to pay off the fine or else you wouldn't be able to ever buy anything (Even if its free) until the fine was paid.
