I. INTRODUCTION
In our humble nation of Coal Wood, we hereby declare that our government is as efficient and professional as it can be. We state today that this handbook and rulebook is therefore written and followed by all government officials. We require that these laws are to be reviewed and followed by new and veteran government officials alike. We ask all to be sure to treat this as an oath to this great responsibility and that it is treated as so.

We ask that you inherit this opportunity to work for us as a great thing and that you are making this choice for the ability to benefit our nation rather than just doing it for such power. If you are only doing this for admin abilities and more rather than doing it than doing it with an open mind, please refrain from being in our government offices any longer. We do not tolerate those who only sign up for these tasks with the mind of being popular or having power related to dictatorships and other kinds.

III. RECCOMENDED
We have high expectations for all government officials in our nation; here is a list of things we recommend you have to be accepted in our nation.

III. ALL GOVERNMENT RULES/ REQUIREMENTS
HOTKEYS:
Some of these positions may have specific requirements and these hot keys are to identify them:
- *=There is a specific uniform required that does not involve the dresscode.
We are looking for the best of the best to represent our nation and these rules go by every government official in our humble nation. We ask that these rules are to be followed, those who do not can see a result of reasonable punishment.
-Government officials are required to follow our dress code when they are in our servers and can dis-obey it when the person is not doing so. This dress code includes our 2014 edition badge and an article of formal/casual clothing. This includes dresses, suits, button downs, khakis, fedoras, hair, ties, etc. We do not accept clothing out of these guidelines, which can include tank tops, short-shorts, clothing with holes, hooded sweatshirts, etc.
-You may violate another civilians or government official’s right no matter the situation, the Bill Of Rights can be found on the group.
-You must show dedication to your job through your active rate, to keep your job you must show at least 3 hours of Coal Wood related work per week. This can vary from working on a project, being in a server, constructing, law making, etc.
-You are not allowed to hold grudges against others no matter what activity they have done in the past. Therefore, you may not exclude them or disrespect them for doing things that follow this on any occasion.
-You may not be biased when it comes to decision-making, you may not favor or dis-respect someone due to who they be such as a friend or famous ROBLOXian.
-You must show respect to anyone in the group and treat them as a human being rather than property or any other thing. Kindness must also be shown and rudeness is not tolerated at ANY time.
-When in a Coal Wood server, you must be completing or exceeding your working hours. You may not spend time relaxing or building non-related objects such as a personal home or vehicle. At least 50% of your time spent must be dedicated to working on a CW related project, working in a office, working on improving experiences, working on doing a task such as patrolling, etc.
-You must do whatever is said by a higher rank such as a President of Senate unless there is a valuable excuse. Not listening to those who are higher is not tolerated at any time.
-You ARE NOT PERMITTED to ban those who are criminals except exploiters or griefers of any kind. Those who commit a crime must be taken to court or taken care of by police thereof.
-Proper English grammar must be used whenever a government official is in a CW server. Those who do not use grammar and/or use slang and acronyms are not tolerated.
IV. Individual Government Position Handbook/Rulebook
-Chairman
The Chairman serves as a group holder and a dictator to the group but powers are not leaner than a Presidents power. This person is a mentor to those who are in Presidential positions and is welcome to make decisions in the group. This person is to not be elected nor impeached unless a large revolution ends up being created by a large group of over 60% of the nation’s population. This position has limited power but can create any laws that involve government only without approval but a Senate must approve laws involving residents. The Chairman is welcome to spend funds, have guards, and plan how they are spent as well as give orders to all that are in the group.
-President
The President serves as the person who leads the country, makes the grand decisions, and has equal powers as a Chairman. This person gives orders to the nation, is in charge of war and peace, can make changes to the government and citizen systems, and can plan elections. This person is to be elected and serve a term of 3 Months to therefore be re-elected or give the position to another who decides to run. This government official can only be impeached if a large revolution ends up being created with over 60% of the nation’s population agreeing. The President can also be impeached if a major crime or scandal is committed and if a majority agrees to do so. This position has limited powers but can create any laws without approval that involve government only but must have a Senate approve laws involving Residents. The President is welcome to fire anyone of his or her choice, make changes to documents, give ideas of fund spending, and have guards.
-Vice President
The Vice President serves as the person who assists the President and serves as a secondary leader. The person works with the President to make the nation as best as possible, assists the President, substitutes the President if he is to be absent, can make changes to government and citizen systems, and plan elections with permission of the President. This person is to be the Runner Up of the Presidential elections and is to be elected every 3 months after a term is completed of that time. This government official is to only be impeached if a large revolution is created if over 50% of the population agrees. In addition, if a major crime or scandal is present, the residents can vote if the person is to lose their position or not. The position has limited powers but can create any set of laws without approval that involve government only but must have a Senate approve laws involving Residents. The Vice President can fire anyone of his or her choice with the Presidents or Chairman’s approval, make changes to documents with Presidents approval, and have guards if necessary.
-Senate
The Senate serves as the person who creates laws and discusses issues of the nation as a body. This government official can make laws, new rules, and documents if the whole group agrees. The group is to meet weekly as well as the Vice President, President, and Chairman in attendance, discuss, and make new laws. The new law or government is to be passed only with approval of a majority of the Senate body. The Senate is to be elected permanently and can be impeached if a large amount of the population votes to do so. The Senate is required to be very active, inspect problems in the nation, create solutions, and bring them to Senate meetings.
-Supreme Judge
The Supreme Judge serves as the person who leads court sessions and decides who is guilty and innocent. The Supreme Judge is to attend court sessions, host them, and as well make a choice after the decision of juries and evidence of the cases. This group is hand chosen by the President and cannot be impeached by the public. Those in this position require knowledge of laws and rules, prior knowledge of Supreme Court, decision making, and social skills.
-Speaker of the Council
The Speaker of The Council serves as the person who leads all the Departments in the Resources Branch. This Speaker is to make choices for all Departments, be in charge of who is hired, supervise all the Departments, and lead and give advice to workers of all ranks in the Branch. This group is required to be very active and always do Department related work and stay in contact with those in the council. This group is hand chosen by the President and Chairman and this position can be given to two people of choice. Those in this position can be impeached is a large majority is to agree or can be fired by the approval of a Vice President or above.
-Council
The Council serves as Advisers to separate Departments in the Resources Branch. This Council is to supervise an assigned Department, stay in contact with their Department, decides who is to enter their Department, stay in contact with others in their Departments, and stay in contact with the Speaker. This group is required to be very active and dependent on their Department because each Department is very important. This group is hand chosen by the President and Chairman and this position can be given to one person per Department and can be earned. The only way to impeach those who are in this rank is by the approval of the Speaker or above with an agreement or the resigning of the one in the position.
-Ministry
The Ministry serves as the workers to each Department in the Resources Branch. The Ministry is to work in the Department they were hired in and help make sure it is functioning by doing their job. This group is required to be active and do what their Adviser tells them to do. The Council, Speaker of the Council, President, Chairman, and Vice President can hire this group. Asking to be in the Department can be done but the position can be removed if effort is not shown.
- Department of Architecture: This Department is required to do work involving structures, building, architecture, etc. This Department is to plan projects to improve the look of the city and as well as clean up and improve or destruct things that may be worn down. The Department is required to have high Architecture and Building skills and be very active at work. This Department can create things such as Tourist Attractions, new buildings, government buildings, apartments and housing, etc.
- Department of Employment: This Department is required to make sure there is constant demand and variety of jobs in the nation. This Department is to create new jobs, make sure that there is a lot of businesses and employment supervise business owners and make sure they treat employees fairly, and make sure there is a lot of commercial space. This group is required to be actively in the cities and have good contracting and building skills as well as business skills.
- Department of Immigration: This Department is required to make sure that new Immigrants have the best experience when becoming a Citizen and those Guests have a smooth progress to becoming an Immigrant by the least. This Department is to work at the Immigration Office, take care of new Guests, and make sure that they are given a pass to Employment and feel welcome. The process is to make sure that Guests are first welcomed, have help getting employment whether starting or joining a business, having an explanation that housing and other things are to be bought off money earned from jobs, and as well as having their questions answered. This Department requires a lot activity, a lot of knowledge of the nation, and good social skills
- *Department of Defense: This Department is required to keep those in our nation safe from other nations. This Department deals with military and it is their job to keep the military intact and flowing. This Department fights wars, does trainings, and fights battles as well as the military would but the Department is for executives of this group. This Department requires good fighting knowledge with weapons, experience of the military and good tactics.
- Department of Technology: This Department is in charge of experimenting and creating new technology and science statistics. This Department innovates and creates new technologies each day in the lab for everyday use of the citizens and government alike. The Department sets off in the lab daily, brainstorms, designs new technology, and creates new science statistics as well as plan projects. This Department recommends knowledge of coding in LUA and also requires knowledge of making technology, some science and physics, engineering through ROBLOX, building, designing, etc.
- *Department of National Security: This Department is required to keep those in our nation safe in more police tactic ways. This Department deals with law protection, criminal justice and punishment, police, and patrolling of the cities. This Department requires knowledge of using a weapon, prior knowledge of being a police officer, driving, and knowledge of laws and rules.
