To President Lumidas,
Academy's have been proven to be quite pointless after the first two tiers.Its usually the same thing over and over.Before President Lumidas extraordinary new law,it would be countless obbys such as walls,towers,and poles.I suggest a reform on academy's that will actually develop agents and prepare them to operate at any map in [NUSA].The purpose of academy's is to point out the weaknesses and strengths of trainees,but trainers obviously haven't been doing such a great job on that.
I suggest there should be a reform on all academy's making sure each tier covers something new,instead of there being Tier I or Tier II the tier should be labeled based on what the trainer will be covering.And there should be trainers for each tier that specialize and qualify in that field of training.Each trainer should be required to send a valid application stating how they're qualified for that position,and how they plan on training the trainees,which is basically there training techniques and agenda for training.
What academy tiers really should look like.
Tier I Grammar and Faces.
This Tier of training is required to go over faces and correcting grammar of all trainees.Trainers are required to go over the rules of faces.Trainers are also required to correct all grammar mistakes any trainees makes.The trainer is also required to inform all trainees that grammar is required at all times.There should be no form of acronyms such as: ikr,thx..etc.Also faces are not allowed,example XD or :D.
Tier II Driving.
This tier will cover the proper way to manage the provided vehicle of there department,which covers how to turn on the vehicle sirens and how to work the car.The reckless driving from agents in [NUSA] has been chaotic in that past few months.Teaching trainees how to drive is very important and will teach agents to follow traffic laws,which they should be enforcing.Trainers are also required to teach agents driving laws and violations,and the appropriate steps to enforcing a traffic violation,such as pulling someone over or arresting them.
Tier III Basic Combat.
This tier is the most important part of training and should be exercised the most at training.This tier will teach agents the basics of combat and combat techniques.Combat training should be situational and shouldn't be a bunch of barriers on a map with a gun that's not provided to that agency's team in D.C or L.V.These trainings could be a TDM at the bank or clearing the bank,something that simulates a real combat situation.Also this training should go over every weapon that the team has at D.C or L.V and how to use it.You would be suprised on the number of agents that dont know how to use there weapons.Trainers should also go over the steps of force that should be used,such as when to arrest when to use your gun and more.This will teach agents not to just kill on sight,it will also teach the trainees that your gun is used to stop a threat not to intimidate the citizens.
Tier IV Job Duties
In this tier trainers are required to go over the duties and authorization of the agency.The trainers are required to go over the areas of operations and authorization,without leaking any classified information.The trainers are also required to go over any job guidelines or rules that the department has.
Tier V review
Trainers are required to go over every stage of the academy,this should not be a one day process,This process should take atleast two days to complete,since training's will cover more.Trainers need to correct any mistakes presented during the review.It should be rare to fail a review.Reviews are to correct mistakes and its unethical for a trainer to consistently fail someone.A person should only have to repeat a review once.If someone fails a review more than once than they should be required to redo the tiers they are weak with.If they fail several times its clear they are not ready to be a certified agent,and doesnt meet the graduation standards.
Inspectors of academy's are required to check in every week on trainers and trainees and get feedback on how things are going.Inspectors should question the trainees to see if they feel like they're learning something from the academy.If trainees feel they are not getting useful information and training,the inspector needs to find out why,and review the trainer,and his or her training schedule.
This reform will not only help develop future agents,but it will help end corruption.By teaching agents the correct way to do things,you'll start seeing less and less reports of police brutality or police corruption.What you put in is what you get back,if you take your time on training than the quality of agents will increase.I believe academy tiers should go up to a maximum and minimum of five tiers of basic department training.With less tiers that gives you more time to focus on developing agents,instead of having 8 tiers of pointless obbys and other irrelevant training's you'll now have 5 tiers of trainings that will actually improve agents.Before academys focused on teaching obbys and useless things,this new reform will force academys to focus on developing possible agents.

There is different Tier objectives in some academies, most academies shutdown. After all, it will just be combat over and over again.

I also believe there should be a halt put on tryouts.One day trials to test the skills of a possible agent isnt ethical,and tryouts dont challenge agents enough. |

This is just one of the few ideas of future academys.Of courses this can be revised and new ideas can be added to it. |

It could have some revision. @Lumidas, can the whole "obbies" rule be revised too? Like they can have some obstacle courses, but add a few more stricter rules with having them. |

Longer proccesses for academys will remove the ones with bad intentions.People who intend on going rogue will leave the academy when they realize how much work you have to do to graduate. |

This literally is exactly what the MPD academy already does. |

KOT that is so innacurate.I happen to be apart of MPD,and our daily schedule is the walls,big obby,towers,sword fighting,and gunfighting.I have not learned the dutys of a MPD officer yet and I havent been taught any background information about the agency and no one ever taught me the ranks of MPD.There is no academy that follows any of the guidelines above. |

Firstly, It's 100% accurate:
(1) We don't have a grammar course, because that's not our job to teach you it and it's not something you'd learn in a law enforcement academy.
(2) We do faces generally, but some trainers choose not to.
(3) We go over all forms of combat within our training place and introduce driving concepts, henceforth the different branches of the center: Pursuit Training, Basic Training, Weapons Training.
(4) A full review is already a part of the academy at the end. In which, job duties are normally gone over.
(5) In addition to that, we have an oath phase in which all duties are re-evaluated.
I believe we go over all the necessary components which you'll need to be a member of MPD, but if you haven't noticed that, you must've received promotions far too fast by someone (I'm not sure why). Either that, or your didn't really pay attention during trainings and just did the courses. |

Under EO 1 of Lumidas' previous presidency, he created the Commission of Academies to deal with academies and to oversee them.
Whilst I assure you the CoA cannot force a reform, the following parts of this are things the CoA do:
- Inspectors of academy's are required to check in every week on trainers and trainees and get feedback on how things are going. Inspectors should question the trainees to see if they feel like they're learning something from the academy .If trainees feel they are not getting useful information and training, the inspector needs to find out why and review the trainer and his or her training schedule.
The CoA have always inspected more than once a week. We ensure our inspectors get audit log access so they can see for activity and we make sure our inspectors attend multiple training sessions and ask nice but helpful questions to trainees in regards to academies.
- Some academies all ready have the tier names whereas some academies don't.
Whilst the CoA has nothing against nameless tier academies, we actually PREFER academies which organisation of tiers to make it easier for users. I really like this suggestion and I'd like to bring it up in the DoED/CoA/CoAP conference this Saturday if that's okay.
I really like this idea, it will make the academies more structured and organised than ever before. Your voice will be heard my friend, as I have heard it.
