What I mean is, you know how you need BC to make a shirt? Well kiddies, why only allow people with BC make the shirts?
Make it so that NBC can at least make shirts for themselves but not sell them.

NBCs can create clothing through groups. A good one to join for this purpose is 'NBC Shirt Creators'. You can upload your own clothing immediately. The only restrictions are that you cannot sell it, and the credit doesn't go to you, so nobody will know how good of a designer you are.

And you CLEARLY didn't read my suggestion. I said for NBC's to make shirts for themselves to wear. Only when they get BC is when they get to sell them.
