After reviewing some positive feedback and enlightenment from various helpful players, I have rethought the idea of Guests talking.
My last idea included the Guests getting an assigned IP address and a user reminded me that they are guests, and guests are not permanent accounts nor should they ever be. So I have thought of a new system that will keep everyone's opinion in mind.
The system will work by giving each registered user the option to see Guest's chat. It will be a setting like the Full screen option. They can toggle On or Off to see the Guest's chat, and all Guests chat. It will be called "Guest Chat".
If enabled, or set to 'On' they will see all Guest chat. If toggled 'Off' they will not see any Guest chat, of any sort, type or form.
This setting is permanent on all users, no matter what game. This system will also give all developers the ability to set a 'Guest Chat - Level' and the levels will include:
Level 3 - Guest Chat Off
Level 2 - Guest Bubble Chat
Level 1 - Guest Chat On
These levels will be determined by the game's creator if they wish to allow the Guests to speak. If the level is set to 'Level 3' then no user in game will see the Guest's chat. If the game creator sets the level to 'Level 2' or 'Level 1' then the Guests can talk, but players have the option via their own personal settings to turn the Guest chat off for them. So while everyone who wishes to see the Guest chat can, if they set their settings to 'Off' they will not see the chat from Guests.
To clarify (an example):
-I am the game creator and I wish to allow Guests to talk. I change the Guest Chat Level to Level 1. Granting all Guests the ability to talk.
--Shedletsky would not like to see the Guest chat and since I enabled the ability for Guests to chat, he has the options in his setting menu to toggle whether he personally sees the Guest's chat or not.
This will grant each game and each player the decision to allow guests to talk.
My idea for Level 2, the Guest Bubble Chat is basically the Guest Menu or "Safe Chat". But this can be customized via x number of Robux per x number of characters. Basically, the game creator or developer(s) can create a custom "Safe Chat" for Guests to use that suits their individual game, IF they have the Guest Chat Level set to Level 2. This would help stimulate the Robux economy portion of ROBLOX.
DEFAULT SETTINGS: The default "Guest Chat Level" would be Level 3, which is no chat at all, and for the "Guest Chat" it would be toggled "Off" so no matter what the creator set their settings to, they personally do not see the Guest chat.
So to clarify each chat level;
Level 1 - Guests have the ability to chat via text chat. But individual players can change their settings so that they personally do not see their chat.
Level 2 - Guest Menu "Safe Chat" is basically the old "Friends!" button menu but can be customized (Does not have to be customized) to fit the creators needs and wants.
Level 3 - No chat at all. This is the default setting until the game creator changes the level.
You may be asking "Why give Guests the ability to chat and talk, they're just Guests?" It is so they can fully experience the social side of ROBLOX and talk to players about the site and why they should join. Overall, some games just need team work.
You may also just say "If they want to chat, they can register it's not that hard." The better question is, if this feature was implemented, how would it hurt you? "They would be mean, troll, rage, bully, get away with things." That is why you have the ability to personally disable seeing their chat. So the people who do want to talk to them, can, and those who don't, do not have to see what they are saying.
By default, all settings will be where no one can see the Guests chat, nor will they have the ability to talk. They can have the ability to talk via the game creators choice, along with each individual person's choice on whether they see the Guests chat.

If you do not support, please give reasonable feed back on how to improve my idea. Not:
"they can make an account"
"no reason they should talk"
"they are annoying"
"they cause issues"
If you do not support, please be professional and give feedback to help improve my idea, not just trash it and forget it.
RECAP: Everything by default is set to OFF and Level 3 until the game creators and/or players decide to change the settings.
This system removes the risk of bullying and spam and everything of the sort. Just simply turn your personal settings off, and the Guest's chat will not interfere with the regular chat. Yes, this is script-able, but I would like it global wide.
If the Guests cuss, then simply toggle the Guest Chat 'Off'.

Just one flaw: What if the guest says something inappropriate?

Most likely if they say something bad, you would turn your "Guest Chat" off. Eventually they will realize that they are being ignored or not heard and they will stop. That is why everyone's default settings are set to 'Off' so if a guest does say something bad (If they are even allowed to talk via the ability given by the game's creator) no one will see it.
I was also thinking that in order to change this setting, your account has to be over 13+ (since they have 13+ guns and all).
Yes it is easy to fake the age, but ROBLOX obviously does not care about it too much because they still made 13+ guns.

No, guests are guests. They are temporary accounts granted to those who wish to get a taste of ROBLOX. If they want to see the "social side" of ROBLOX, they can make an account in less than two minutes.
It's common sense. Guests have limited privileges because they cannot be banned or punished; it's risky especially since there will be children who won't know how to turn off the guest chat.
Moreover, giving the guest the ability to socialize will mean that they'll be exposed to ROBLOX's community. They'll be overwhelmed with "noob!!!11" and "every1 kill guest lol" simply because they are guests. Your idea will be counterproductive. Generally, they go easier on new accounts than they do with guests anyway. |

I did read the whole thing. Guests would still be exposed to the chat, either way. Unless you can provide me a suitable solution to all the flaws in your idea, my stance on this idea will stay.
Having it default to "off" would also mean users would be given the ability to harass the guests to their heart's desire, giving the guest no ability to defend themselves. |

If you reread. I said, if the Guest Chat is disabled, the player does not see the Guest's chat. The chat goes back to being normal like nothing happened. Meaning, once it is turned OFF, the Guests do not see that players chat.
In order for Guests to see the chat of the ROBLOXians, the game creator must FIRST set the Guest Chat Level to 1. Because that is free chat.
Level 2, which was the Safe chat where they use the message icon and select from a list to speak. And if you never seen the Safe chat, Guests can only see Safe Chat replies. Meaning, if the Guest Chat Level is Level 2, Guests can only speak from selected messages, and they can only see responses, via the same selected messages.
So in order for Guests to see the ROBLOXian's chat, the game level MUST be at Guest Level 1.

You're giving me a headache with all your made-up terminology.
Are you saying that if a user chooses to disable Guest Chat, the guest cannot see that specific user's chat either? Like an eye for an eye situation? Correct me if I'm wrong. That's the most sensible conclusion I can draw out of your explanation.
And what happens in the case a game creator enables "Level 1"? The guest will be thrust into a game full of bullying and name-calling. Users can disable the guest chat all they want, but guests have no choice but to endure the teasing. |

That is exactly what I am saying. If a ROBLOXian wishes to speak to a guest, the Guests must first be allowed to be able to talk via the ability given by the game's creator. If is user enables or toggles on the Guest Chat, they both can see the chat. If he disables the Guest Chat, neither one can see each other's chat.
As I said in the idea, each registered user gets the option to toggle On/Off the Guest Chat. In order for that to be fair, the guest too must have an option (Because guests are just a mirror image of the account ROBLOX) to toggle on or off the chat, IF the game creator allows chat.
