April 3, 2015 National Security and Intelligence Protection Act By the authority vested in me as President by the Constitution and the laws of the United States of America, including section 202 of the Revised Statutes (22 U.S.C. 2656) and section 3161 of title 5, United States Code, it is hereby ordered as follows: ARTICLE I Section I. This Executive Order is established, primarily, to protect information and intelligence crucial to the National Security of the United States of America. Secondarily, this Executive Order will restrict access to some of the nation’s secrets to only the trustworthy. Another reason why this Executive Order was established was to further prevent whistleblowing and espionage against the United States. In an effort to protect the national security and defend the nation’s interests domestically and foreignly and to further strengthen the National Security. Section II. This Executive Order was written by the Director of National Security and President of the United States of America. It is effective immediately. ARTICLE II Section I. This Executive Order restricts the use and spread of information. It requires that all intelligence must be properly handled in order to protect the nation’s top secrets that may pose a threat to national security. Section II. This Executive Order will require that personnel attempting to get a job in a stated Intelligence field obtain a clearance. If a person fails to get a clearance, the person will not be allowed to work in a stated Intelligence field. ARTICLE III Section I. It is hereby established that the following ranks in the following groups must get an intelligence clearance before being allowed to work in the following fields. FEDERAL BUREAU OF INVESTIGATION: Ranks above Senior Field Agent NATIONAL SECURITY AGENCY: All Ranks above Pending (Obviously, you do not need a clearance for the Suspended rank. NATIONAL RECONNAISSANCE OFFICE: All Ranks above Pending SPECIAL SOURCE OPERATIONS: All ranks DEFENSE INTELLIGENCE AGENCY: Ranks above Pending FEDERAL INTELLIGENCE AGENCY: All ranks BUREAU OF INTELLIGENCE AND RESEARCH: Ranks above Suspended NATIONAL GEOSPATIAL-INTELLIGENCE: Ranks above Junior Operative CENTRAL INTELLIGENCE: All ranks Section II. In the event that you fail to receive a clearance and you are in an agency that requires it, you will be Suspended/Pending until you are able to fill out a Clearance Appeal and have it get accepted. If your Clearance Appeal gets declined, you will be forced to resign. This article may change at any time with little to no warning. ARTICLE IV Section I. All information and intelligence requested must be handed over to the proper authority on first request. Section II. If you are trusted with intelligence, you may tell no one that intelligence. By getting a clearance, you are sworn to secrecy. Section III. If you are found improperly using intelligence, your clearance will be revoked and you will be tried in court for espionage. ARTICLE V. Section I. Supervisory Agents or SAs will be your supervisor. In order to obtain a clearance, your Supervisory Agent must affirm or clear you. Section II. If your Supervisory Agent has not cleared you, you may still fill out a clearance request, but it will be reviewed much more carefully and your supervisor will be contacted and asked why he or she did not clear you. Section III. Supervisory Agents of each agency are stated below. These are the people who have the authority to clear you for a clearance. FEDERAL BUREAU OF INVESTIGATION: - Attorney General is the SA of the Director and Deputy Director. - The Director is the SA of the Chairman of the Board through the Chief Advisors. - The Chairman of the Board is the SA of the Section Chief. - The Section Chief is the SA of the Special Agent in-Charge and the Assistant Special Agent in-Charge. - The Special Agent in-Charge is the SA of the Supervisory Special Agent. - The Supervisory Special Agent is the SA of Senior Special Agents and Special Agents. NATIONAL SECURITY AGENCY: - Director of National Intel is the SA of the Director and Deputy Director. - Director is the SA of the Head of Operations to Executive Staff, excluding the Intelligence Community rank. - Chief of Staff is the SA of Special Agent in-Charge and Assistant Special Agent in-Charge - Special Agent in-Charge and Assistant Special Agent in-Charge are the SAs of the below ranks. NATIONAL RECONNAISSANCE OFFICE: - Director and Deputy Director are the SAs of the Chief of Staff and Chief Advisor. - Chief of Staff is the SA of Advisor and Special Agent in-Charge. - Special Agent in-Charge is the SA of all the below applicable ranks (mentioned earlier.) SPECIAL SOURCE OPERATIONS: - NSA Director is the SA of the SSO Administrator - SSO Administrator is the SA of the Operatives DEFENSE INTELLIGENCE AGENCY: - Assistant Director is the SA of the Head of Operations and Senior Staff - Head of Operations is SA of Special Agent in-Charge. - Special Agent in-Charge is the SA of below applicable ranks. FEDERAL INTELLIGENCE AGENCY: - Director and Deputy Director are SA of Federal Intelligence Board, Section Director, and Special Agent in-Charge - Section Director is the SA of his applicable section. - Special Agent in-Charge is the SA of Special Agent and below BUREAU OF INTELLIGENCE AND RESEARCH: - Secretary of State is SA of Secretary of INR - Secretary of INR is SA of Deputy Secretary and Assistant Secretary - Deputy Secretary is SA of Policy Correspondent - Assistant Secretary is SA of Advisor to Supervisory Agent - Supervisory Agent is SA of Special Agent in-Charge - Special Agent in-Charge is SA of Special Agent and below NATIONAL GEOSPATIAL-INTELLIGENCE: - Director is SA of Deputy Director to Chief of Staff - Chief of Staff is SA of Board of Directors and Senior Operative in-Charge - Senior Operative in-Charge is SA of Senior Supervisory Operative and Supervisory Operative - Supervisory Operative is SA of Specialist and below CENTRAL INTELLIGENCE: - Director is SA of Deputy Director to General Counsel - General Counsel is SA of Inspector General to Military Affairs Officer - Director is SA of Chief Information Officer - Board of Directors is SA of their applicable section.
