This would powered by api.roblox.com. This can be changed on the site and in game in the settings. All of the site elements (like the main bar and forum headers) would match the color. Your chat color would be the same, and in game GUIs (playerlist) would also be catered to it. The line used to interact with it would be publicly released so developers can use it too.
