The sound issue can happen for two reasons. The first being the second sound hasn't been loaded yet when you want to play it. To reconcile that, play all of the sounds at once at a volume of 0 except the one you actually want to be playing, which you can play at whatever volume. When the first sound has finished, play it again at a volume of 0 and play the next one at the correct volume. The reason you have to do this is because if you just played them once at the beginning they'd get un-preloaded. The second is that MP3 files aren't very good at looping as they absolutely have to have a bit of silence at the end and start of the file. Use OGG files which don't need to have trailing and leading silence and they'll loop seamlessly if they're preloaded when you play them. The decal thing is annoying -- admins are already aware of it though, but haven't seemed to care much.
