After killing like 500 cops, there really shouldn't be any more cops in the game because you've basically killed them all. After that maybe the military gets involved?

Actually, in 2013 Los Angeles (What Los Santos is based off of.) exceeded 10,000 cops. So you killing 500 would statistically mean you only killed 20% of their force. Sometimes when you really have to pee, you have to let a little out to hold the rest in.
