Dynamic Lightning: how to make it so it come on night?

Trying to figure this out, if somebody could explain in detail I would vouch. How do I make it where dynamic light comes on ONLY at night time. Iv'e seen many places which have lamps that are not on whilst the day time, when it's night they are turned on?
