It's that one area with several countries where soccer isn't really a #1 sport. Estonia: Soccer shares #1 status with basketball Latvia: Hockey is #1 and it's not even close Lithuania: Basketball is #1 Then north of these countries is Finland where hockey is #1, and south of them is Belarus where soccer shares #1 with hockey.

Should have specified this: It's that one area in Europe* where soccer isn't really a #1 in several countries. There's also the former Czechoslovakia where hockey is bigger than soccer (slightly) but that's just two countries.
