To prevent alt spam of robux rewards and stuff like that, allow only two users per email address, and for those who don't have an email, don't let them have an account.

The users with more than two accounts per email address currently should get to keep them. Keeping them wouldn't prevent spamming from going away, since the accounts are generated by a spam. It is used once then never used again. There won't be any more messages from them.
