U never said what the tiebreaker was in the first place.
In almost every league like this the tiebreaker is always head to head.
Why? Because if you judge a team on goals allowed and the losing team in the regular season match advances cause they play better defense, it doesn't work because the team they lost to could have bad defense but a heck of an offense, therefore being the key to winning. Same goes for goals scored. Goal differential also uses goals scored and goals allowed so don't try that excuse.
H2H is the only logical answer, because having a playoff is stupid as well because if the losing team won, the series would be tied technically 1-1, therefore the team that lost the regular season potentially used the system to get w better matchup and letting you bias for them.
