Not currently, though it wouldn't be difficult to make one. But its simply easier to just type the positions in explorer. That way you can have it exactly the way you want it :). Also, your on the wrong forum friend lol.

There are, but they're only for people who don't know GUIs, since they always use Scale.

I could make such a plugin that would work with scale and or offset, pretty basic stuff.

You could make the gui draggable after that go into play mode,position the gui in the spot you want, copy the gui, go back into studio mode, replace the old gui with the new gui :P or you can just do it the normal way like everyone :3 -You better eat it
