Section 1. [Bill Introduction]
The Strategic Homeland Intervention Enforcement Logistics Division (S.H.I.E.L.D.) shall be re-established as an official agency of the United States of America

Section 2. [Powers, Duties and Responsibilities]
SHIELD will have the following powers, duties, and responsibilities:
S.H.I.E.L.D. Will replace the old United States Cyber Command
S.H.I.E.L.D. would have the power to ban exploiters using its trello ban list with known exploiters.
S.H.I.E.L.D. agents would have to report to a higher S.H.I.E.L.D. agent to have an exploiter added to the ban list. This would prevent abuse of banning people they do not get on with, this also requires proof.
S.H.I.E.L.D. would handle Exploit reports which would be placed into another Trello for review from an agent above Clearance Level 8 or a United States Game Developer.
The minimum rank required to ban people from US Cities is Clearance Level 8.
S.H.I.E.L.D. would work like the United States Cyber Command but less abusive and with different abilities and assets.
S.H.I.E.L.D. would be called on the appearance of anything which is out of place in the U.S. Cities and those areas will be closed off by Shield until resolved, For example:
-Someone has inserted an object into one of the cities which is causing issues.
-A hacker has given themselves access to an area that they would otherwise not have access to.
-A “glitch” of which the source is unknown.
S.H.I.E.L.D. has its own team of developers who would be assigned to handling this issue.
--These would be labeled as 0-8-4-(DATE)
-For example, an object found on the 5th of august 2015 would be: 0-8-4-8-5-2015.
S.H.I.E.L.D. would be given Batons to be able to restrict areas temporarily in the case of an 0-8-4 (Object of unknown origin).
S.H.I.E.L.D. would be brought in to assist with riots using the arrest tool.
S.H.I.E.L.D. would not be given admin commands to handle with exploiters. This will all be handled by the synced trello ban list.
S.H.I.E.L.D. may be called upon by Law Enforcement for assistance if it is needed or if none are present in the current server, this also applies if there are very few law enforcement officers in the server and criminals need arresting.
S.H.I.E.L.D. would have the ability to run International missions to find allies, collect intelligence for possible exploitation attempts against the United States

Section 3. [Administration]
As S.H.I.E.L.D. is an External Agency, the United States Secretary Of Defense or the Director of National Intelligence will be brought into S.H.I.E.L.D. for a Council Role.
Clearance level 8 is the lowest rank which comes under High Command.
S.H.I.E.L.D. would appoint its own Directors using the Council as a voting panel.
The Council’s job would be to advise the Director of S.H.I.E.L.D. in His/Her duties.

This Director of S.H.I.E.L.D. shall be considered a cabinet level position.
The Overseer of SHIELD is not the Director of SHIELD and is simply a member of the council who holds the group.

Section 4. [Classification of files]
S.H.I.E.L.D. Files would be classified by default as a Clearance Level 6 (Equivalent to SSO-TS) and can be released to members outside of S.H.I.E.L.D. if the following conditions are met:
The agency’s Director files a formal request for access to a S.H.I.E.L.D. files
The request would be partnered with a reason and who would have access to that file when released.
The President of the United States, the Secretary of Defense, or the Director of National Intelligence may request to have a S.H.I.E.L.D. file declassified.
S.H.I.E.L.D. has permission to deny access to any file which originated within S.H.I.E.L.D., the President of the United States formally requesting may be met with denial if there is no given reason for the declassification of the files.

Section 5. [Relations to other agencies]
S.H.I.E.L.D. would become an agency which comes under the Intelligence Community but would be able to work with other agencies on preventing exploiters if so required.
S.H.I.E.L.D. Clearance level 1 to 5 would be given SSO Clearance Level SSO-C
S.H.I.E.L.D. Clearance level 6 to 8 would be given SSO Clearance Level SSO-TS
S.H.I.E.L.D. Council (Mentioned in section 3), Deputy Director, Director and Overseer would be given SSO Clearance Level SSO-ECI
S.H.I.E.L.D. already has alliances within Nightgaladeld’s United States of America including FBI, NGA and SSO-INR.
S.H.I.E.L.D. also already has its own team at INR’s Area 6 training facility which would allow S.H.I.E.L.D. operatives to train alongside the Intelligence Community.

Section 6. [Tools and Vehicles]
S.H.I.E.L.D. would have access to create its own team tools and use pre-existing tools which would be checked over by U.S. developers to ensure people's safety. S.H.I.E.L.D. requests that if any items on the following list is not already in one of the cities, it is added.
These would include:
-A tool to remotely file exploiter complaints.
-I.C.E.R.S. (and/or) tasers to prevent exploiters from moving.
-Arrest tool to get the exploiter away from the people’s direct contact
-This would also be helpful with detaining corrupt and rogue law enforcement officers within the cities.
-Road Spikes, and barricade tool (Explained in Section 2)
-Access to 911 answer system
-And other tools S.H.I.E.L.D. finds necessary to perform its duties to the best of its abilities
Anything which comes under an 0-8-4 would be duplicated and moved to a secure S.H.I.E.L.D. facility to investigate what caused it and how it could be prevented in the future. This facility would be out of reach to the public and would be used to detain people who are suspected of exploiting. There will be one of these facilities in all United States Cities
S.H.I.E.L.D. would be given access to our own personally made vehicles which have been checked by U.S Developers.
This would include:
-S.H.I.E.L.D. Unarmed Quinjet
-S.H.I.E.L.D. SUV
S.H.I.E.L.D. will supply variants of the required vehicles which would have the S.H.I.E.L.D. logo
Any tools/vehicles made by and for S.H.I.E.L.D. may only be used by the S.H.I.E.L.D. team without consent of S.H.I.E.L.D. Director for each tool/vehicle.

Section 7. [Trespassing on S.H.I.E.L.D. facilities]
S.H.I.E.L.D. facilities have their own personal security system which WILL kill intruders on entry.
Trespassing on S.H.I.E.L.D. property will result in being detained and added to the S.H.I.E.L.D. watch list known as ‘The Index’. The perpetrators will be on this list for 2 weeks. If they are found on S.H.I.E.L.D. property a second time, the Law Enforcement will be called to arrest them for Trespassing.
The only time visitors are allowed onto a S.H.I.E.L.D. base is if they are escorted by a trained S.H.I.E.L.D. agent who has authorisation to allow the visitors on site.
Flying over S.H.I.E.L.D. facilities will result in the Private Security system tracking the vehicle and if the vehicle remains inside the S.H.I.E.L.D. facility airspace, it will be shot down and the pilot added to the Index.

Section 8. [Miscellaneous]
Access to S.H.I.E.L.D. facilities are granted via ranks. The only people who can access all areas of S.H.I.E.L.D. facilities and all S.H.I.E.L.D. files are above Clearance Level 8.

SHIELD will be given a team at ALL United States cities and the exploiter system will also be added to the cities.
S.H.I.E.L.D. may also give their exploiter systems to certain agencies to use at their bases upon request. No agency may use S.H.I.E.L.D.’s system without the expressed permission of the S.H.I.E.L.D.’s director or deputy director.
The exploiter report system is also located at S.H.I.E.L.D. Facilities so there can be preemptive bans on exploiters before they even set target on the United States
