That is the logic I pulled from that first statement.
The second statement clearly said that it was against the rules to advertise your group in any way or manner.

And, according to common sense, you must abide to local rules when visiting. You can disobey local rules in your own territory, but be mindful people will try to disobey said rules. And if you do not abide to local rules when visiting, you will suffer some bad consequences, from a warning up to a permanent ban.
