I remember reading some content creation guidelines thing a few years ago that specifically listed "crashing a plane into the twin towers" as something that would be inappropriate to make. I wish I still had the link. I'm not entirely sure, but I think the guidelines were something like "any tragedies within the last 50 years", which means that if you really want to make some horribly offensive game that the Holocaust would be free range. However, I would get this checked with someone who actually has authority on this matter before you begin.
