Many users of the C&G forums, and in the clan community in general, have expressed interest in the idea of a central council that makes collective rulings in the interest of all participating clans, writes universal war terms, etc. Despite a valiant attempt by OwneD1991 (http://web.roblox.com/Forum/ShowPost.aspx?PostID=176032543) I see plenty of issues with his plan that. These should be pretty easily seen if you just read the post. Community voted representatives, tech hand-me-downs, etc. I would like to present a plan that already has support from 3 top 5 clans.

Q. What would this council do for the community?
A. This council would write a universal set of war terms that ALL wars between council groups must follow. No admin abuse, no exploiting, etc. No arguments over loopholes because something was omitted but clearly should have been against the terms. In fact, less arguments in general. The council would meet to arbitrate arguments. Did Clan A violate a war term against Clan B? The council would vote on this, and if found guilty, vote on a punishment. Council

Q. How many members would be allowed to vote in the council?
A. Any clan with over 1,000 members will be given immediate entry as a member clan of the council. Clans with under 1,000 members may also apply for entry, or some will be given entry by default (e.g. VAK, V O I D, Tactical Military) based on current status in the community. Clan leaders will be allowed to attend meeting sessions, and vote. I and any other potential administration staff would NOT be allowed to vote.

Q. How will voting work?
A. The council will meet once a week on Saturday unless the agenda is clear. Leaders in the council will be able to send grievances to the administrators of the group to put on the agenda for the week. Any relevant clans to the grievance would be permitted to speak on their behalf. Only grievances regarding other council clans would be permitted to brought to the council, since dealing with outside clans is frowned upon. The winner of a vote will be determined simply by majority. In the event of a tie, voters will be given a second opportunity to argue their points. After this, a second vote will take place. If a tie is still reached, another clan representative will be brought in to make a tiebreaker vote.

Q. What about technology?
A. RCL technology will be considered the baseline requirement for member clans. If developers volunteer to do freelance development for council clans, then member clans will receive free technology. Otherwise, you can of course, request technology from a member clan.

Q. How will violators be punished?
A. People who violate agreed-upon war terms, rules, etc. will be given various degrees of punishment. These would adapt to fit the situation, and of course, be subject to a vote. Punishments could range from temporary removal of voting privileges, to complete exile from the council. Clans exiled from the council would no longer benefit from the arbitration and protection of the council from rulebreakers and term violators. Member clans will also be discouraged from associating with exile.

To sum up, this would be a group started and administrated initially by me. However, I am not a leader of a clan, so I would not be a voting member. I would simply handle requests to join, the agenda, etc. This project already has the support of V O I D, RAT, and Frost Clan. I look forward to hearing from any interested clans. |

What about wars that involve one clan that is in the council and one that is not
because i can assure you i don't want my wars being controlled by a higher up. on the other hand, i am surely going to want to war people within the council farther down the road.

The Council would not get involved. It will not dictate your wars for you. It will simply mediate if it's needed to arbitrate a war term disagreement, serious breach of proper conduct (e.g. DDoSing), etc. I think you're overestimating how invasive this project will be. |

Except Polymorphic from RAT is the one that suggested to me that representatives to the council are voted by the community. So your support from RAT confuses me.

In absolutely no way is Owned's better. Not only can he not commit to ANYTHING, but his main supporters can't commit to ANYTHING. Not only that, but fundamentally, it has issues. It would have C&G nominations for its council members, and no involvement in voting by top clan leaders, let alone any clan leaders. It's trying to be a voice for the entire community, while not including most of the community. |

It seems likely to me that Polymorphic was willing to accept the first thing that came along. I realized when you made your post that people were actually interested in making something like this happen, but would be subject to all the mongoloids in charge of your version. Top clans would support this council where they have representation by default, not one where they have to be voted in by C&G. |

It's the same idea at its core but with a few significant differences between mine and OwneD's. The one I'm most adamant about is the C&G voted council, rather than just allowing leaders to vote. It would accomplish vastly different things, only mine would accomplish things with the representation of the entire clan community rather than a select few of many. |

Whichever one succeeds will be the council by default. I doubt OwneD would concede so easily, but anything is better than nothing at this point. If people are fooled into supporting the Sleet Clan social circle after getting let down time and time again for the past 3-4 years it'll be nothing if not interesting to see how it plays out. If OwneD simply let every relevant leader that applies be a voting member, and be willing to give up ownership of the group like I am, I would support his any day. |

But less say than random clanners that haven't been relevant in years, yes? You don't see the issue in not letting the actual clan community's leaders being the voice of the council, but forcing them to follow its rules anyway? |
