The system is LONG so buckle up.
It starts with the peoples representative, who gets ideas from the people, who then sends the "bill" to Parliament and the Prime Minister. Who check it over and with a few exceptions send it to the Chancellor and the Vice Chancellor. HOWEVER if the Prime Minister wants the bill signed but Parliament says NO, then he/she can override it giving it straight to the Chancellor. But they need approval from both a majority vote from the people and a signature from the Peoples Representative. This can happen with Parliament too, the exact same way.
The Chancellor then looks over the "bill" and either vetoes's something and sends it straight back to the Peoples Representative, or he accepts it and makes it federal law! And the process can start all over again.
