well no, you said that in terms of the body aging, or the mind aging, males would generally take 7 or more years to be "mature". but we're talking about the philosophical terms of mature as an attitude, as actions. essentially asking if 13 year olds or younger could have the same "mature reaction" to a problem that a 16 year old would face.

I'm not saying that you are at the same maturity level your whole life and all of the sudden become mature at some random second in your mid-20s. I meant it as you slowly progress as you age, so obviously as you grow older you will handle situations more maturely. They understand when it is the wrong time to do something or when it is fine to do so. Yes, I agree with the fact that usually kids under the age of 13 are immature. But that is only because they are developing, and they are still learning the correct things to do in life.
