That's not PS4 it might be as a result of your NAT being strict.

Don't blame this on my ISP my Xbox One and PC are well fine, I feel like packing my ps4 back into its box e.e If I paid 500 dollars I want to be satisfied v.v

Well I grew up using Sony, and it was such garbage I had to eventually switch over to the 360 and now the Xbox One.

Oh fixed the problem it seems I blocked the ps4 in my routers config :/ sadly it didn't have a name so I blocked it by mistake q.q
