your moderation team base bans off of some very subjective and biased point of views, it SHOULDN'T be like that.
let's compare it to actual court, the judge must sentence people who have committed.. let's say burglary a similar sentence to other burglars. they are not allowed to be subjective, so don't give me the "but they're humans, thy can't NOT be subjective."
or the classic "mods ban based on what they think break the rules" - no. it should NOT work like that, try to work out some SOLID and CLEAR rules and guidelines.

do contests for the users of forums to enjoy
maybe some building contests like there used to be, but instead posted on the forums and pinned to the front page for a month, maybe?

Building would be great, we have some great builders who cannot get word out about their work such as my brother. Some of us have great talent, but no way to get word out about it.
Contests sound great for publicity.

like there is a theme and we dress our characters up then post on the thread then you and the rest of the moderators will vote on who should win the contest
