No, BC members get their daily robux stipend regardless of whether they login. As for buying BC or robux, I'd say that depend on how much robux you want, and when. If you just want enough to buy something right away then you might just buy the robux. If you just want to build up more, I'd recommend getting BC (or TBC or OBC) and saving up over time.
