are youtube comments even slightly moderated?

i mean ive seen people threaten to kill others, and those comments are several months old. and then of course reporting does nothing #code ("#stumpthetrump, vote bernie sanders for america to #feelthebern")

Highly doubt it. The YouTube team don't really focus on comments, if the publisher of the video has any issues with the comment section then they'd restrict the access to the comment section. The YouTube team are more focused on the backend work of the website, there aren't really 'moderators'.
