Article I - Basic Protection
Protection is the key for any Government. This bill states that in the case of any form of possible threats the agencies (see Article II) that a person under protection (see Article IV) will be secured whenever, and wherever they go. The plan for movement will be meticulously planned and tested multiple times. Visits to foreign land will be planned, scouted, and set up to protect those who visit. When a visitor comes to our land, the plan will be rehearsed multiple times and all possible threats accounted for. These plans (see Article III) will be set up before hand and ready to enact at any time.
Article II - Protection Agencies
The protection agencies which will be in charge of everything that those under protection does. The agencies which will in charge of those under protection are the RCMP PPS, CSIS, , OPS, and in some cases, CAF. These agencies will oversee the crowds, transport, and meetings. The agencies will meet once a week to train. During times where those under protection (see article IV) are in Canada or Foreign land, these agencies will keep up constant communication with each other and police.
Article III - Protection Plans
The protection agencies (see Article II) will plan at least two days ahead of time. The plans for transporting will be planned and rehearsed multiple times. In case of possible threats, multiple contingency plans will be created. In case of the possibility of the contingency plans being compromised, the lead vehicle in the motorcade will decide where and how the motorcade goes. The motorcade's routes will be scouted, and protected. During foreign visits the motorcade will wait at the spawn for the visitor and the visitor will be escorted to the motorcade.
During meetings, whether House of Commons, Defense, or any time that the protected person(s) (see Article IV) is outside of the motorcade the protective agencies will surround the protected and move with them. If there is a crowd, officers will be in the crowd in case of a possible threat. After the protected is inside the protection detail will lighten up to only one or two officers. When leaving the motorcade will be ready and waiting, the officers will reform to how they did when the protected entered the building. Around 5 to 10 second before they reach the door they will notify the motorcade and the drivers will enter the cars. When the protected are making multiple trips throughout multiple days, each route to any location will be changed. When moving in motorcades, uniform police officers will be stationed at each intersection.
During all forms of transportation or movement, if possible, an armed over watch will be covering the protected.
In the case of an emergency, the protected person(s) will immediately be moved into the most secure location. If the attack is when the protected person(s) are in a motorcade, the contingency plans will be enacted, then moved to a safe house.
In the case that the protected person(s) travel to a war zone (Simonds) or any military base (Shiloh, Shearwater, or Halifax) CAF will be on guard and the officers will surround the protected person(s) and have CAF on all four corners of the officers. The officers and protected person(s) will be given a ballistic vest.
Article IV - Protected Persons
Those under protection will be: the Prime Minister, the Deputy Prime Minister, the Governor General, and any government official. In any case that those protected person(s) go any where (government related), the plans will take affect (see Article III). Each person who is under protection will be assigned a code name that will be changed every time.
Article V - Protected Areas
The protected areas consist of, Parliament, 24 Sussex, and any important government buildings. The agencies which will mainly protect the building is RCMP, PPS, CSIS, and sometimes OPS. During times of visits from the protected person(s) |
