Stormtroopers are more less the continuation of the clones but there's a difference the clones could kill so much as they were clones of a professional bounty hunter while Stormtroopers were not clones and were just average people conscripted into the empire.
A conscript is not going to fight as well as someone who is identical to a bounty hunter.
There's also the theory that the main characters are worth more alive than dead so killing them isn't what they've been ordered to do. |
