Section 1. The Arpyc Punisher Capital Tribunal shall be established, as Congress can establish courts inferior to the Supreme Court. It shall be referred to as the APCT and its judges as the APCJ's. Section 2. APCJ's will have jurisdiction of the following charges: UnTdgtBg (pain) Section 3. This tribunal will consist of 6 APCJ's, appointed by Congress for the lifespan of the tribunal. Section 4. APCJ's will be a civil office. Section 5. The max and min sentences are to be decided by the majority of the tribunal once this passes and the 6 judges are appointed. Section 6. Sentences: juRAhcGr (pbin) Section 7. This tribunal will be superior to the FJ's, but will not be able to overturn their writs/warrants. However, APCJ's may make their own writs/warrants if necessary which can only be overturned by the SCOTUS. Section 8. APCJ's are subject to impeachment.
