Be it enacted by the U.S. House of Representatives,
This resolution shall be known as the "Committee on Rules and Administrations resolution" and shall be enacted in accordance with any other resolution on committees.
SECTION I - Establishment
The House of Representatives will officially have a committee on rules and regulations for the House, called the Committee on Rules and Administration or simply the CRA.
SECTION II - Composition
The CRA will consist of 5 members.
The Chairman of the CRA shall be elected by the entire House of Representatives, and do not need to be from a particular party.
The Vice Chairman of the CRA shall be elected by the Majority Party, and may only be a member of the Majority Party.
The Ranking Member of the CRA shall be elected by the Minority Party, and may only be a member of the Minority Party.
The duty of the Chairman and Vice Chairman is to represent the committee and preside over meetings. The Chairman and Vice Chairman may select one additional House Representative to be a regular member of the CRA.
SECTION III - Regulations
The CRA has complete authority to establish rules for the House with a 2/3rds positive vote of the committee members.
The House of Representatives may overrule any decision made by the committee with a simple majority.
